The paper is devoted to the current issue of economic and legal analysis of financing the needs of the civil service of Ukraine in emergency situations during the legal regime of martial law. Analyzing the statistical data of the State Budgets of Ukraine for 2021-2025, we can conclude that further growth in expenditures on defense and security, including the State Emergency Service of Ukraine, is expected due to increased threats to national security. It is possible to redistribute funds between different types of law enforcement agencies depending on the priorities of state policy. The analysis of statistical data on the financing of the State Emergency Service of Ukraine and the National Police of Ukraine reflects the dynamics of the percentage ratio of their financing. Funding for ensuring the activities of civil protection bodies and units has been increased by UAH 29.04 billion, with the largest share of the increase in expenditures falling on this area due to the need to strengthen the capabilities of the State Emergency Service to respond to emergencies, in particular, the ones related to military aggression. UAH 160 million was allocated for the construction of housing for rescuers which indicates the state's concern for the social protection of the employees of State Emergency Service of Ukraine. It should be noted that personnel training, scientific and scientific-technical activities in the field of civil protection and fire safety are not provided for in the 2025 budget. This fact may indicate a temporary decrease in the priority of scientific research in the field of civil protection in favor of operational measures. All changes in financing of the State Emergency Service of Ukraine are connected to a number of factors: increased threats to national security, an increase in the number and scale of emergencies related to military actions, as well as the need to modernize the material and technical base of the State Emergency Service. A forecast has been made for the financing needs of the State Emergency Service of Ukraine for 2026 under economic instability in the amount of UAH 47,840,000 thousand, which will be reflected in the Law of Ukraine “On the State Budget of Ukraine for 2026”.
