У статті проаналізовано теоретичні та методологічні аспекти фінансового та правового забезпечення державою територіальних громад у сучасних умовах. Взаємодія влади та громади є необхідною умовою функціонування, розвитку та модернізації державного апарату. Розглянуто форми, засади, економіко-правове регулювання організації місцевої влади. Окреслено сукупність проблем та перспектив, що впливають на розвиток громад як важливих територіальних одиниць. Подано модель стратегії подальшого розвитку відповідно до міжнародного досвіду.
