У статті проаналізовано основні аспекти організації та забезпечення діяльності територіальних громад у сфері соціального забезпечення населення України. Окреслено основні напрями розвитку процесу надання соціальних послуг. Визначено основні інструменти бюджетного фінансування соціального захисту та соціального забезпечення населення України та досліджено ефекти, які чинять вплив на обсяги видатків Державного та Зведеного бюджетів на соціальну сферу. Досліджено наявні проблеми у сфері соціального забезпечення та наголошено на необхідності гармонізувати соціальні стандарти зі стандартами Європейського союзу.
